EEC joined hands with Thai private sector to conduct Market Sounding Connecting investment with EEC Business Center & Livable Smart City Project.

Dr. Kanit Sangsubhan, Chairman of Special Advisors, The Eastern Economic Corridor Policy Office (EECO) chaired an opening of the 1st Market Sounding Meeting, held on 8th February 2023, for the EEC Business Center & Livable Smart City Project in order to gather opinions and suggestions from over 50 leading organizations from Thai private sectors, who are interested in the details of the project. Leading private sectors, who participated into and shared their opinions, suggestions and interests during the market sounding event included Bangkok Dusit Medical Services Public Company Limited (BDMS) : medical business, Siam Cement Public Company Limited (SCG) : internet connection technology (IOT), MUFG Bank of Ayudhya Public Company Limited : ESG and Bio-Circular-Green (BCG) Economy, Banpu Public Company Limited : basic infrastructure and National Telecom Public Company Limited (NT) : digital infrastructure. With gathered information, the EECO will utilize and take them into consideration for further development of the project.

Specifically, the EEC Business Center & Livable Smart City Project was approved by the Thai cabinet on 20th December 2022. It is one of mega-projects arising from the government’s policy to develop a regional business and financial center that meets international standards in the EEC area as well as to build the city that will become one of the world’s top 10 livable smart cities and can then be used as the national model of smart livable cities for the development of new cities across the country. The EECO is certain that the project will help spreading prosperity into the region, developing the area into a business city alongside Bangkok, facilitating a business ecosystem that combines nature, innovation and technology, creating a city of the future that supports lifestyles and the works of the new generation. Expectedly, at least 200,000 direct jobs and their respective employment value of over 1.2 trillion baht are to be created. Housings for all groups of people will be provided at an affordable price, enabling people to move in to settle in the livable smart city.

The project has a land use plan, which divides a whole area into zones according to 5+1 main business clusters, consisting of;

  1. Regional HQs & Governmental Complex
  2. Financial Center
  3. Precision Medicine Center
  4. International Education -R&D Center
  5. Future Businesses Center
  6. High Quality Residences & Smart Affordable Housing In addition, there will be private investment opportunities for the development of the project’s infrastructure and public utilities i.e. power and energy, water management, waste management, transportation, digital and utility tunnel. The project will also be designed according to 7 Components of being Livable Smart City i.e. Smart Environment, Smart Energy, Smart Mobility, Smart Living, Smart People, Smart Economy, Smart Governance in order to create an ecosystem of innovation and technology, which could attract new generations to work and live comfortably in the city.

Introducing Lamphun Province Interesting city in northern Thailand

Lamphun was founded by Queen Chama Thevi as the capital of the Haripunchai Kingdom, the last and most northerly Mon kingdom in the area which now forms Thailand.[1]: 77  Around 25 km (16 mi) south of Chiang Mai, it was constructed in the shape of a conch shell, following the Khuang River on its east side and divided by moats at the remaining points of the compass.

Queen Chama Thevi is remembered in the wat of her name, which is said to be the resting place of her ashes. Near the town’s main morning market in the south-west of the city is a statue of the queen at which offerings are still made today by citizens.

While still living in the north King Mangrai was visited by some merchants from the Mon Kingdom, and hearing of the wealth of Lamphun he determined to conquer it, even against the advice of his councillors.

As it was deemed impossible to take the city by force, he sent a skillful merchant called Ai Fa to gain the confidence of the King Yi Ba, and in time he became the chief minister and managed to undermine the king’s authority.

In 1281, with the people in a state of discontent, Mangrai defeated the Mon Kingdom, and added the city and its wealth to his kingdom, while Yi Ba, the last king of Hariphunchai, was forced to flee south to Lampang. Lamphun was then incorporated into the new Lanna Kingdom. Ai Fa was subsequently appointed king, and King Mangrai began building the fortress Wiang Kum Kam as his new capital.

Lamphun is host to one of northern Thailand’s most important temples, Wat Phra That Hariphunchai, featured on the reverse of the one-satang coin. The phra that in the title indicates the presence of a Buddha relic, in this case one of his hairs, which was interred in the chedi in 897, which is probably the founding date of the wat.

The town is surrounded by lush countryside punctuated by rice fields and orchards of the popular fruit, longan, which is celebrated in a festival every August.

Government Initiative
The Royal Thai Government has laid out a 20-Year Strategy for Thailand to achieve high-income status by 2036. The strategy includes a wide range of top-down initiatives, especially in infrastructure and people development, to transform Thailand into a nation that can compete against wealthier, more knowledge-based economies. The government calls the strategy “Thailand 4.0”, taking a cue from the concept of “Industry 4.0” aimed at transforming the country into an innovative, value-based industry, with an emphasis on 12 fields such as automation and robotics, aviation and logistics, biofuel and biochemicals, and digital.

The Eastern Economic Corridor (EEC) development lies at the heart of Thailand 4.0 scheme. The EEC is an area-based development initiative, aiming to revitalize the well-known Eastern Seaboard where, for 30 years, numerous business developers have experienced a rewarding investment journey and exceptional achievements.The EEC project initially focused on the 3 Eastern provinces, namely Rayong, Chonburi, and Chachoengsao. The EEC development plan envisages a significant transformation of both physical and social development, plays an important role as a regulatory sandbox uplifting the country’s competitiveness. With a clear regulatory and governance structure,
EEC overall development plan has been well established. The EEC Policy Committee is chaired by the Prime Minister of Thailand, comprises of 15 ministers and the others from government agencies, Private Sector Association, and specialists. EEC Office receives full support from the government with distinctive regulatory and governance structure. An integrated infrastructure is developed for EEC to become the prime gateway to both South East Asia and the Asia Pacific in the upcoming years. The EEC Development Plan is integrated into the 20-year National Strategy and comprises of Development of fundamental infrastructure, Development of digital infrastructure, Development of livable smart cities and financial centers, Development of targeted industries that utilize advanced technology, Development of promotion of tourism, Development of human resources, education, research, and technology.
